Central Adoption Resource Authority (CARA) is a statutory body of the Ministry of Women & Child Development, Government of India. It functions as the nodal body for the adoption of Indian children and is mandated to monitor and regulate in-country and inter-country adoptions under the Juvenile Justice (Care and Protection of Child) Act, 2015 (amended in 2021). CARA is designated as the Central Authority to deal with inter-country adoptions in accordance with the provisions of the Hague Convention on Inter-country Adoption, 1993, ratified by the Government of India in 2003.
CARA primarily deals with the adoption of orphan, abandoned and surrendered children through its associated /recognized adoption agencies. Every year, November is marked as Adoption Awareness Month. With an objective of promoting and making people aware of legal adoption and safe abandonment/surrendering. CARA is trying to reach a larger population. All states are encouraged to organize events in November to draw attention to adoption-related issues. This year the emphasis is on the adoption of children who are older children, children with special needs or children currently in foster care.
CARA, in collaboration with MyGov, is hosting an ‘Adoption Awareness Quiz Contest’ to sensitize people towards the safety & belongingness of children and make them aware of the legal process of adoption under the Juvenile Justice (Care and Protection of Children) Act, 2015 (amended in 2021).
The Objectives of this quiz are:
1. To enhance participants’ awareness about the legal process of child adoption.
2. To promote the legal process of adoption that safeguards the rights of Abandoned, Surrendered and Orphaned children.
3. To foster an understanding of why we need to know about the legal process of child adoption and the safe surrendering of a child.
4. To motivate people about the adoption of older children/Special needs children/ children in foster care, because they too need to belong.
Gratifications:
1. The Top 15 Winners will be rewarded with a cash prize of Rs 3000/- each.
2. Certificate of Participation will be provided to all the participants.
केंद्रीय दत्तक ग्रहण संसाधन प्राधिकरण (CARA) भारत सरकार के महिला एवं बाल विकास मंत्रालय का एक वैधानिक निकाय है। यह भारतीय बच्चों को गोद लेने के लिए नोडल निकाय के रूप में कार्य करता है और किशोर न्याय (बाल देखभाल और संरक्षण) अधिनियम, 2015 (2021 में संशोधित) के तहत देश और अंतर-देश गोद लेने की निगरानी और विनियमन करने के लिए अनिवार्य है। 2003 में भारत सरकार द्वारा अनुसमर्थित अंतर-देशीय दत्तक ग्रहण पर हेग कन्वेंशन, 1993 के प्रावधानों के अनुसार अंतर-देशीय दत्तक ग्रहण के मामले सुलझाने के लिए CARA को केंद्रीय प्राधिकरण के रूप में नामित किया गया है।
CARA मुख्य रूप से अपनी संबद्ध/मान्यता प्राप्त दत्तक ग्रहण एजेंसियों के माध्यम से अनाथ, परित्यक्त बच्चों को गोद लेने का कार्य करता है। हर साल नवंबर को दत्तक ग्रहण जागरूकता माह के रूप में मनाया जाता है। लोगों को कानूनी रूप से ऐसे बच्चों को अपनाने और जागरूक करने के उद्देश्य से इस माह को मनाया जाता है। CARA बड़ी आबादी तक जागरुकता बढ़ाने का प्रयास कर रहा है। गोद लेने से संबंधित मुद्दों पर ध्यान आकर्षित करने के लिए सभी राज्यों को नवंबर में कार्यक्रम आयोजित करने के लिए प्रोत्साहित किया जाता है। इस वर्ष उन बच्चों को गोद लेने पर जोर दिया जा रहा है जो बड़े हैं, विशेष आवश्यकता वाले बच्चे हैं या वर्तमान में पालक देखभाल में हैं।
CARA, MyGov के सहयोग से लोगों को बच्चों की सुरक्षा और अपनेपन के प्रति संवेदनशील बनाने और उन्हें गोद लेने की कानूनी प्रक्रिया, किशोर न्याय (बालकों की देखरेख और संरक्षण) अधिनियम 2015, (विनियम 2021) के अंतर्गत, के बारे में जागरूक करने के लिए ‘बाल दत्तक ग्रहण जागरूकता प्रश्नोत्तरी प्रतियोगिता‘ की मेजबानी कर रहा है।
इस प्रश्नोत्तरी का उद्देश्य हैं:
1. बच्चे को गोद लेने की कानूनी प्रक्रिया के बारे में प्रतिभागियों को जागरूक करना।
2. गोद लेने की कानूनी प्रक्रिया को बढ़ावा देना जो परित्यक्त, अभ्यर्पित और अनाथ बच्चों के अधिकारों की रक्षा करता है।
3. इस सोच को बढ़ावा देना कि हमें बच्चे को गोद लेने और बच्चे के सुरक्षित अभ्यर्पण की कानूनी प्रक्रिया के बारे में जानने की आवश्यकता क्यों है|
4. बड़े बच्चों/विशेष आवश्यकता वाले बच्चों/ पोषण देखरेख में मौजूद बच्चों को गोद लेने के बारे में लोगों को प्रेरित करना, क्योंकि उन्हें भी किसी का अपना बनने की जरुरत होती है ।
पुरस्कारः
1) शीर्ष 15 विजेताओं 3000 रुपये प्रत्येक को पुरस्कृत किया जाएगा।
2) सभी प्रतिभागियों को एक प्रतिभागी प्रमाणपत्र से सम्मानित किया जाएगा।
1. Quiz is open to all Indian Citizens. / क्विज़ में सभी भारतीय नागरिक भाग ले सकते हैं।
2. The quiz will start as soon as the participant clicks on the ‘Submit’ button after entering the correct OTP. / जैसे ही प्रतिभागी सही ओटीपी दर्ज करने के बाद ‘सबमिट‘ बटन पर क्लिक करेगा, क्विज़ शुरू हो जाएगी।
3. This is a timed quiz with 10 questions to be answered in 300 seconds. There will be no negative marking. / यह एक समय बद्ध क्विज़ हैजिसमें 10 प्रश्नों का उत्तर 300 सेकंड में देना है।कोई नकारात्मक अंकन नहीं होगा।
4. Participants need to ensure to provide all valid and correct details in the profile page. Updated profile is to be used for further communication with the participant. An incomplete profile will not be eligible to become the Winner. / प्रतिभागियों कोय हसुनिश्चित करना होगा कि प्रोफ़ाइल पृष्ठ में सभी वैध और सही विवरण दिए गए हैं। अद्यतन प्रोफ़ाइल का उपयोग प्रतिभागी के साथ आगे पत्राचार के लिए किया जाना है।अपूर्ण प्रोफ़ाइल विजेता बननेके लिए पात्र नहीं होगी।
5. The questions will be randomly picked from the question bank through an automated process. / प्रश्नों को स्वचालित प्रक्रिया के माध्यम से प्रश्न बैंक से यादृच्छिक रूप से चुना जाएगा।
6. Multiple entries from the same participant will not be accepted. The same mobile number and email id cannot be used more than once to participate in the quiz. In case of duplicate entries, 1st attempted record will be taken for evaluation./एक ही प्रतिभागी की एक से अधिक प्रविष्टियां स्वीकार नहीं की जाएंगी। क्विज़ में भाग लेने के लिए एक ही मोबाइल नंबर और ईमेल आईडी का एक से अधिक बार उपयोग नहीं किया जा सकता है। दो बार (डुप्लिकेट) प्रविष्टियों के मामले में, पहले प्रयास का रिकॉर्ड मूल्यांकन के लिए लिया जाएगा।
7. CARA and MyGov have all the rights to modify or discontinue the quiz at any point of time in the event of any unforeseen events. This includes the ability to change these terms and conditions, etc. for the avoidance of doubt. / केवीआईसीऔर MyGovके पास किसी भी अप्रत्याशित घटना की स्थिति में किसी भी समय प्रश्नोत्तरी (क्विज़) को संशोधित करने या बंद करने के सभी अधिकार हैं। इसमें संदेह से बचने के लिए इन नियमों और शर्तों को बदलने की क्षमता आदि शामिल है।
8. CARA and MyGov reserves all rights to disqualify or refuse the participation of any participant if participation or association of any participant detrimental to the proper conduct of the quiz. The participation shall be void if the received information is illegible, incomplete, damaged, false or erroneous. / यदि किसी प्रतिभागी की भागीदारी या संबद्धता प्रश्नोत्तरी (क्विज़) के उचित संचालन के लिए हानिकारक है, तो केवीआईसी और MyGov के पास किसी भी प्रतिभागी की भागीदारी को अयोग्य घोषित करने या अस्वीकार करने के सभी अधिकार सुरक्षित हैं। यदि प्राप्त जानकारी अस्पष्ट, अपूर्ण, क्षतिग्रस्त, झूठी या गलत है तो भागीदारी नहीं मानी जाएगी ।
9. In case of any dispute, jury’s decision will be final. / किसी भी विवाद की स्थिति में जूरी का निर्णय अंतिम होगा।
10. Participants need to check regularly on the website for the updates. / प्रतिभागियों को अद्यतन जानकारी हेतु नियमित रूप से वेबसाइट चेक करनी चाहिए।
11. Employees of associated Ministries/Organisations or employees directly or indirectly connected with the hosting of the contest are not eligible to participate. This ineligibility also applies to their immediate family members. / संबंधित मंत्रालयों/संगठनों के कर्मचारी या प्रतियोगिता आयोजन से प्रत्यक्ष या अप्रत्यक्ष रूप से जुड़े कर्मचारी भाग लेने के पात्र नहीं हैं। यह अपात्रता उनके निकटतम परिवार के सदस्यों पर भी लागू होती है।
12. The participants who fetch the maximum number of correct answers in the minimum time will be declared the winner. / न्यूनतम समय में अधिकतम संख्या में सही उत्तर प्राप्त करने वाले प्रतिभागियों को विजेता घोषित किया जाएगा।
13. The organizers reserve the rights to disqualify participants, refuse entry, or discard entries, if such instances or participation is considered to be detrimental to the competition, or additionally, any entry will be considered void if the information submitted is illegible, incomplete, false, or erroneous. / आयोजक प्रतिभागियों को अयोग्य घोषित करने, प्रवेश से इनकार करने, या प्रविष्टियों को खारिज करने का अधिकार सुरक्षित रखते हैं, यदि ऐसी घटनाओं या भागीदारी को प्रतियोगिता के लिए हानिकारक माना जाता है, या इसके अतिरिक्त, प्रस्तुत की गई जानकारी अपठनीय, अपूर्ण होने पर किसी भी प्रविष्टि को अमान्य माना जाएगा।
14. Organizers will not accept any responsibility for entries that are lost, are late, incomplete or have not been transmitted due to computer error or any other error beyond the organizer’s responsibility. / आयोजकों की जिम्मेदारी से परे खोई हुई, देर से, अपूर्ण या कंप्यूटर त्रुटि या किसी अन्य त्रुटि के कारण प्रेषित प्रविष्टियों के लिए आयोजकों की कोई ज़िम्मेदारी नहीं होगी।
15. The participants shall abide by all the terms and conditions of the quiz competition, including any amendments or further updates./ प्रतिभागियों को क्विज प्रतियोगिता के सभी नियमों और शर्तों का पालन करना होगा, जिसमें कोई भी संशोधन या आगे के अपडेट शामिल हैं।
16. Central Adoption Resource Authority (CARA) will disburse the winning amount to the selected winner(s). / केंद्रीय दत्तक ग्रहण संसाधन प्राधिकरण (CARA) चयनित विजेताओं को जीत की राशि वितरित करेगा।
17. By entering the Quiz, the participant accepts and agrees to be bound by the above‑mentioned terms and conditions./ क्विज में प्रवेश करके, प्रतिभागी उपरोक्त नियमों और शर्तों से बाध्य होने के लिए स्वीकार करता है और सहमत होता है।
18. The following terms and conditions henceforth shall be governed by Indian laws and the judgments of the Indian judicial system./ निम्नलिखित नियम और शर्तें अब से भारतीय कानूनों और भारतीय न्याय प्रणाली के निर्णयों द्वारा शासित होंगी।
