About Quiz
The NCERT, Ministry of Education in collaboration with MyGov, is hosting the Quiz on the International Day of Deafblindness. Deafblindness is a combined vision and hearing impairments of such severity that it is hard for the impaired senses to compensate for each other (Nordic definition of Deafblindness). Deafblindness can limit an individual’s ability to engage in everyday activities and participate fully in society. It impacts communication, social relationships, information access, spatial awareness, and safe, independent movement.
In India, the Rights of Persons with Disabilities Act (RPwD), 2016, Deafblindness means “a condition in which a person may have combination of hearing and visual impairments causing severe communication, developmental, and educational problems.” In the act, it has been categorized as one of the multiple disabilities. In the National Education Policy (NEP) 2020, special provisions like recruitment of special educator teachers with cross-disability training, and for the establishment of resource centres wherever needed, especially for children with severe or multiple disabilities is emphasised.
Department of Education of Groups with Special Needs–NCERT has been consistently working towards the implementation of an equitable and inclusive system of education for all to ensure greater significance of systemic reforms especially in the context of children with disabilities and socio-economically disadvantaged groups (SEDGs). In continuation of these efforts, a national-level quiz titled “International Day of Deafblindness” has been designed to orient and sensitize students, teachers and parents towards the efforts for building an equitable and inclusive education environment for children with deafblindness.
The aim of the quiz is to:
1. Aware the stakeholders (students, teachers and parents) on deafblindness and its identification.
2. Sensitize them towards the issues and challenges faced by children with deafblindness.
3. Encourage a responsible social citizenship.
4. Promote the equitable and inclusive education environment for children with deafblindness
The quiz serves as a tool to strengthen and encourage the collaborative efforts and initiatives of making an equitable, accessible and inclusive society.
एनसीईआरटी, शिक्षा मंत्रालय, MyGov के सहयोग से, अंतर्राष्ट्रीय बधिर-अंधता दिवस पर प्रश्नोत्तरी का आयोजन कर रहा है। बधिर-अंधता (Deafblindness) दृष्टि एवं श्रवण संबंधी ऐसी संयुक्त दिव्यांगता है जिसकी गंभीरता इतनी अधिक होती है कि एक प्रभावित इंद्रिय दूसरी प्रभावित इंद्रिय की क्षतिपूर्ति नहीं कर पाती (बधिर-अंधता की नॉर्डिक की अनुवादित परिभाषा के अनुसार)। बधिर-अंधता किसी व्यक्ति की दैनिक गतिविधियों में भागीदारी तथा समाज में पूर्ण रूप से सम्मिलित होने की क्षमता को प्रभावित कर सकती है। इसका प्रभाव संप्रेषण , सामाजिक संबंधों, सुगम्य सूचनाओं , स्थानिक जागरूकता तथा सुरक्षित एवं स्वाबलंबी आवागमन पर पड़ता है।
भारत में दिव्यांगजन अधिकार अधिनियम (RPwD), 2016 के अनुसार बधिर-अंधता वह स्थिति है जिसमें किसी व्यक्ति में श्रवण एवं दृष्टि संबंधी दिव्यांगताओं का ऐसा संयोजन होता है जिससे गंभीर सम्प्रेषण विकासात्मक एवं शैक्षिक समस्याएँ उत्पन्न होती हैं। इस अधिनियम में इसे बहुदिव्यांगता की एक श्रेणी के रूप में वर्गीकृत किया गया है। राष्ट्रीय शिक्षा नीति (NEP), 2020 में बहुदिव्यांगता अथवा गंभीर दिव्यांगता वाले बच्चों के लिए विशेष प्रशिक्षित शिक्षकों की नियुक्ति तथा आवश्यकता अनुसार संसाधन केंद्रों की स्थापना पर बल दिया गया है।
विशेष आवश्यकता समूह शिक्षा विभाग–NCERT सभी के लिए समतामूलक एवं समावेशी शिक्षा व्यवस्था के क्रियान्वयन हेतु निरंतर कार्यरत है। इसी क्रम में “बधिर-अंधता का अंतर्राष्ट्रीय दिवस” शीर्षक से एक राष्ट्रीय स्तर की प्रश्नोत्तरी तैयार की गई है, जिसका उद्देश्य विद्यार्थियों, शिक्षकों एवं अभिभावकों को बधिर-अंधता वाले बच्चों के लिए समावेशी शैक्षिक वातावरण के निर्माण के प्रति जागरूक एवं संवेदनशील बनाना है।
प्रश्नोत्तरी के उद्देश्य:
• हितधारकों (विद्यार्थियों, शिक्षकों एवं अभिभावकों) को बधिर-अंधता तथा उसकी पहचान के बारे में जागरूक करना।
• बधिर-अंधता वाले बच्चों की समस्याओं एवं चुनौतियों के प्रति संवेदनशील बनाना।
• नागरिकों को उनके सामाजिक उत्तरदायित्व के प्रति प्रोत्साहित करना।
• बधिर-अंधता वाले बच्चों के लिए समतामुलक एवं समावेशी शैक्षिक वातावरण को बढ़ावा देना।
यह प्रश्नोत्तरी समान, सुलभ एवं समावेशी समाज के निर्माण हेतु सहयोगात्मक प्रयासों को सुदृढ़ बनाने का माध्यम है।
Terms and Conditions
1. Quiz is open for all Indian Citizens. / यह क्विज़ सभी भारतीय नागरिकों के लिए खुली है।
2. Quiz will start as soon as the participant clicks on the ‘Play Quiz’. / प्रतिभागी द्वारा ‘Play Quiz’ पर क्लिक करते ही क्विज़ प्रारंभ हो जाएगी।
3. The quiz is hosted on MyGov’s quiz portal. / यह क्विज़ MyGov के क्विज़ पोर्टल पर आयोजित की जा रही है।
4. Multiple entries from the same participant will not be accepted. / एक ही प्रतिभागी द्वारा एक से अधिक प्रविष्टियाँ स्वीकार नहीं की जाएँगी।
5. Discovery/detection/noticing of use of any unfair/spurious means/malpractices, including but not limited to impersonation, double participation etc., during the participation in the quiz, will result in the participation being declared null and void and hence, rejected. The organizers of the quiz competition or any agency acting on their behalf reserves the right in this regard. / यदि क्विज़ के दौरान किसी भी प्रकार के अनुचित अथवा कपटपूर्ण साधनों/अनुचित आचरण, जैसे कि प्रतिरूपण (Impersonation), एक से अधिक बार भाग लेना अथवा अन्य किसी प्रकार की अनियमितता का पता चलता है, तो संबंधित प्रतिभागिता को अमान्य घोषित कर निरस्त कर दिया जाएगा। इस संबंध में क्विज़ के आयोजकों अथवा उनकी ओर से कार्यरत किसी भी एजेंसी का निर्णय अंतिम होगा।
6. Employees, directly or indirectly connected with organizers of the quiz, are not eligible to participate in the quiz. This ineligibility also applies to their immediate family members. / क्विज़ के आयोजन से प्रत्यक्ष अथवा अप्रत्यक्ष रूप से जुड़े कर्मचारी इसमें भाग लेने के पात्र नहीं होंगे। यह प्रतिबंध उनके निकटतम पारिवारिक सदस्यों पर भी लागू होगा।
7. In the event of unforeseen circumstances, the organizers reserve the right to amend the terms and conditions of the competition at any time or cancel the competition as considered. / अप्रत्याशित परिस्थितियों में आयोजक किसी भी समय प्रतियोगिता के नियम एवं शर्तों में संशोधन करने अथवा प्रतियोगिता को रद्द करने का अधिकार सुरक्षित रखते हैं।
8. Organizers will not accept any responsibility for entries that are lost, are late or incomplete or have not been transmitted due to computer error or any other error beyond the organizer’s reasonable control. Please note proof of submission of the entry is not proof of receipt of the same. / आयोजक ऐसी प्रविष्टियों के लिए उत्तरदायी नहीं होंगे जो खो जाएँ, विलंब से प्राप्त हों, अपूर्ण हों अथवा कंप्यूटर त्रुटि या आयोजकों के उचित नियंत्रण से बाहर किसी अन्य कारणवश प्राप्त न हो सकें। कृपया ध्यान दें कि प्रविष्टि जमा करने का प्रमाण, उसके प्राप्त होने का प्रमाण नहीं माना जाएगा।
9. The decision of the organizers on the Quiz shall be final, and binding and no correspondence will be entered into regarding the same. / क्विज़ से संबंधित आयोजकों का निर्णय अंतिम एवं सभी प्रतिभागियों पर बाध्यकारी होगा। इस संबंध में किसी भी प्रकार का पत्राचार स्वीकार नहीं किया जाएगा।
10. All disputes/ legal complaints are subject to the jurisdiction of Delhi only. Expenses incurred for this purpose will be borne by the parties themselves. / सभी विवाद एवं कानूनी शिकायतें केवल दिल्ली के न्यायालयों के अधिकार क्षेत्र के अधीन होंगी। इस संबंध में होने वाला समस्त व्यय संबंधित पक्ष स्वयं वहन करेंगे।
11. By participating in the Quiz, the participants shall abide by all the terms and conditions of the quiz competition, including any amendments or further updates. / क्विज़ में भाग लेकर प्रतिभागी इस प्रतियोगिता के सभी नियम एवं शर्तों तथा समय-समय पर किए जाने वाले संशोधनों अथवा अद्यतनों का पालन करने के लिए सहमत होंगे।
12. The terms and conditions henceforth shall be governed by Indian laws and the judgments of the Indian judicial system. / ये नियम एवं शर्तें भारतीय कानूनों के अधीन होंगी तथा इनकी व्याख्या एवं निर्णय भारतीय न्यायपालिका द्वारा किए जाएँगे।
